Leeds Teaching Hospitals NHS Trust is currently seeking a dynamic and experienced Business Manager to join the Abdominal Medicine and Surgery (AMS) Clinical Service Unit. This position is tailored for healthcare professionals who excel in leadership, strategy, and operational management within complex and high-paced environments. The role plays a pivotal part in enhancing service delivery, advancing strategic goals, and maintaining robust financial and performance oversight.

Core Responsibilities

Strategic Development and Service Innovation

  • Spearhead the CSU’s involvement in the Waste Reduction Programme, contributing to financial efficiency and long-term sustainability across multiple services.
  • Analyse and optimise operational budgets to identify realistic savings opportunities without compromising patient care quality.
  • Take the lead in shaping the long-term strategic direction of AMS services, including service redesign and pathway innovation to meet changing healthcare demands.
  • Collaborate closely with the Clinical Director, Head of Nursing, and other senior figures to ensure local strategies align with broader Trust and NHS objectives.
  • Use project management methodologies to plan, execute, and monitor innovation projects that enhance the CSU’s effectiveness and reputation.

Operational Leadership

  • Develop, implement, and oversee detailed business plans aligned with the Trust’s corporate strategy, clinical targets, and statutory requirements.
  • Take ownership of service performance tracking, ensuring that KPIs related to efficiency, access, and quality are routinely met or exceeded.
  • Proactively manage patient flow and administrative processes to support a smooth and responsive patient journey through AMS services.
  • Anticipate operational pressures and establish contingency plans to maintain service continuity and responsiveness to patient needs.
  • Foster a culture of operational excellence through regular performance reviews, benchmarking, and continuous service evaluation.

Financial Oversight

  • Draft, present, and deliver business cases to secure funding for service expansions, new equipment, or staffing improvements.
  • Negotiate and monitor Service Level Agreements (SLAs) with a range of internal departments and external partner organisations.
  • Maintain rigorous budget oversight by developing financial reports, managing cost centres, and ensuring funds are used effectively.
  • Support CSU leaders in forecasting, budget setting, and expenditure tracking throughout the financial year.

Enhancing Patient Services

  • Work collaboratively with clinical and administrative teams to refine patient access systems, booking processes, and waiting list management.
  • Lead initiatives that directly improve patient experience by integrating feedback into quality improvement and service development projects.
  • Coordinate with Quality Improvement teams and clinicians to develop evidence-based initiatives that drive improved patient outcomes and satisfaction.
  • Champion equitable access to services and ensure that no patient group is disadvantaged by operational practices.

Workforce Management and Leadership

  • Lead the recruitment, induction, and ongoing development of administrative and clerical teams, ensuring high performance and staff engagement.
  • Undertake staff performance appraisals and supervision sessions, setting clear objectives aligned to team and Trust goals.
  • Manage staffing challenges such as grievances, sickness absence, and disciplinary matters with fairness and consistency.
  • Promote a positive workplace culture across geographically dispersed sites, maintaining effective communication, staff morale, and team cohesion.
  • Contribute to workforce planning and succession strategies, ensuring the CSU is well-equipped to meet future challenges.

Governance, Risk, and Compliance

  • Support and lead risk assessments, ensuring that operational practices comply with Trust policy, NHS regulations, and statutory requirements.
  • Contribute to CSU preparedness for internal and external audits, inspections, and compliance reviews.
  • Participate in emergency planning and response operations, such as Major Accident and Emergency (MAJAX) planning and seasonal surges.
  • Maintain robust documentation and ensure incident reporting, root cause analysis, and follow-up actions are timely and effective.

Essential Skills and Attributes

Required Competencies

  • Strong analytical and problem-solving capabilities with the ability to interpret complex data and develop practical solutions.
  • Excellent communication skills, both written and verbal, to effectively liaise with multidisciplinary teams, senior management, and external partners.
  • Demonstrated leadership and motivational skills in challenging or rapidly evolving healthcare settings.
  • A proven record of delivering operational improvements and managing cross-functional projects.
  • Knowledge and experience of performance metrics, quality assurance systems, and healthcare service benchmarking.

Preferred Competencies

  • Ability to confidently deliver presentations to stakeholders and represent the CSU at Trust-level meetings and external events.
  • Experience in leading digital transformation or introducing new technologies within healthcare services.
  • Familiarity with key NHS software platforms and performance monitoring dashboards (e.g., NHS Digital, Tableau, ESR).

Qualifications and Experience

Essential Criteria

  • A Bachelor’s degree or equivalent qualification in business administration, healthcare management, or a related field.
  • A formal management qualification such as a postgraduate diploma or equivalent professional certification.
  • Evidence of continuing professional development through training, certifications, or advanced study.
  • Substantial experience in mid- or senior-level healthcare management, ideally within an NHS context.
  • Demonstrated capability in financial control, operational planning, and service improvement.
  • In-depth understanding of the UK healthcare system, including commissioning processes and key NHS targets.

Desirable Qualifications

  • Master’s degree in business, health services leadership, or a related discipline.
  • Prior hands-on experience managing large or complex NHS clinical service units.
  • Certification in project management methodologies such as PRINCE2 or Agile.
